a common heritage of<br/>political traditions, ideals,<br/>freedom and the rule of law,<br/>to take the first steps for the<br/>collective enforcement of cer-<br/>tain of the rights stated in The judges shall sit on the<br/>Court in their individual ca-<br/>pacity.</p> <p style="position:absolute;top:246px;left:47px;white-space:nowrap" class="ft43">4. During their term of office<br/>the judges shall not engage in<br/>any activity which is incom-<br/>patible with their independ-<br/>ence, impartiality or with the<br/>demands of a full-time office;<br/>all questions arising from the<br/>application of this paragraph<br/>shall be decided by the Court.</p> <p style="position:absolute;top:437px;left:47px;white-space:nowrap" class="ft40">               </p> <p style="position:absolute;top:463px;left:47px;white-space:nowrap" class="ft44"><i>Article 23  Terms of office <br/>and dismissal</i></p> <p style="position:absolute;top:507px;left:47px;white-space:nowrap" class="ft43">1. The judges shall be elected<br/>for a period of nine years.<br/>They may not be re-elected.</p> <p style="position:absolute;top:576px;left:47px;white-space:nowrap" class="ft43">2. The judges shall hold office<br/>until replaced. They shall,<br/>however, continue to deal<br/>with such cases as they al-<br/>ready have under considera-<br/>tion.</p> <p style="position:absolute;top:698px;left:47px;white-space:nowrap" class="ft43">3. Som lag h�r i landet ska g�lla den europeiska konventionen den

4 november 1950 ang�ende skydd f�r de m�nskliga r�ttigheterna och de
grundl�ggande friheterna

 med de �ndringar som gjorts genom �ndringsprotokollen nr 11, 14 och 15

till konventionen, och

 med de till�gg som gjort genom till�ggsprotokollen nr 1, 4, 6, 7 och 13

till konventionen.

Konventionens och till�ggsprotokollens engelska och franska originaltex-

ter, efter de �ndringar och till�gg som n�mns i f�rsta stycket, finns tillsam-
mans med en svensk �vers�ttning intagna som en bilaga till denna lag.

tracting Parties, in accord-
ance with the principle of sub-
sidiarity, have the primary re-
sponsibility to secure the
rights and freedoms defined in
this Convention and the Pro-
tocols thereto, and that in do-
ing so they enjoy a margin of

pervisory jurisdiction of the
European Court of Human
Rights established by this

Article 21  Criteria for office

moral character and must ei-

majoritet beslutar att dom-
stolsledamoten inte l�ngre
uppfyller de uppst�llda villko-

Article 30  Relinquishment of
jurisdiction to the Grand
Chamber

Where a case pending before
a Chamber raises a serious
question affecting the inter-
pretation of the Convention or
the protocols thereto, or where
the resolution of a question
before the Chamber might
have a result inconsistent with
a judgment previously deliv-
ered by the Court, the Cham-
ber may, at any time before it
has rendered its judgment, re-
linquish jurisdiction in favour
of the Grand Chamber.
               

Article 35  Admissibility
criteria

1. The Court may only deal
with the matter after all do-
mestic remedies have been
exhausted, according to the
generally recognised rules of
international law, and within a
period of four months from
the date on which the final de-
cision was taken.

2. The Court shall not deal
with any application submit-
ted under Article 34 that

a) is anonymous; or
b) is substantially the same

as a matter that has already
been examined by the Court
or has already been submitted
to another procedure of inter-
national investigation or set-
tlement and contains no rele-
vant new information.

Artikel 35  Villkor f�r
upptagande av m�l till
pr�vning

1. Ett m�l f�r anh�ngigg�ras
hos domstolen f�rst n�r alla
nationella r�ttsmedel har ut-
t�mts i enlighet med den in-
ternationella r�ttens allm�nt
erk�nda regler, och senast fyra
m�nader fr�n dagen f�r beslu-
tet.

2. Domstolen f�r inte ta upp
ett enskilt klagom�l enligt ar-
tikel 34 till behandling som

a) �r anonymt, eller
b) v�sentligen innefattar

samma omst�ndigheter som
redan pr�vats av domstolen
eller redan h�nskjutits till in-
ternationell unders�kning el-
ler reglering i annan form och
som inte inneh�ller nya rele-
vanta upplysningar.

3. The Court shall declare in-
admissible any individual ap-
plication submitted under Ar-
ticle 34 if it considers that:

a) the application is incom-

patible with the provisions of
the Convention or the Proto-
cols thereto, manifestly ill-
founded, or an abuse of the
right of individual applica-
tion; or

b) the applicant has not suf-

fered a significant disadvan-
tage, unless respect for human
rights as defined in the Con-
vention and the Protocols
thereto requires an examina-
tion of the application on the
merits.

4. The Court shall reject any
application which it considers
inadmissible under this Arti-
cle. It may do so at any stage
of the proceedings.

respekten f�r de m�nskliga
r�ttigheterna som de definie-
ras i denna konvention eller
protokollen till denna kr�ver
sakpr�vning.

4. Domstolen skall avvisa
varje klagom�l som den inte
anser sig beh�rig att pr�va en-
ligt denna artikel. Den f�r
g�ra detta p� vilket stadium
som helst av f�rfarandet.
